The formal directive, dispatched by Lord Chamberlain Richard Benyon on behalf of the monarch, clarifies that the Duke and Duchess of Sussex remain strictly private citizens, dispelling speculation of any potential "half-in, half-out" royal role.

The official memo has been distributed widely across the U.K., reaching senior government ministries, military brass, and Lord Lieutenants (the Crown's regional representatives).

Palace officials noted that the guidance was prompted by numerous formal inquiries regarding how the couple should be received during public appearances following their surprise return from California.
