Supreme Court Secretariat Set for Formal Launch Tomorrow- আগামীকাল উদ্বোধন হতে যাচ্ছে সুপ্রিম কোর্ট সচিবালয়

Bangladesh: The Supreme Court Secretariat is set to begin its journey tomorrow (Thursday), with Chief Justice Syed Refaat Ahmed scheduled to inaugurate the new administrative unit at 2:30 pm. 

The information was confirmed today by Supreme Court Public Relations Officer Md. Shafiqul Islam.

He said the Secretariat will initially operate on a limited scale from two rooms on the second floor of Administrative Building–4, located next to the Supreme Court Jame Mosque.

Chief Justice Forms ‘Planning and Development’ Committee

A statement issued by the Secretariat today announced the formation of an eight-member Planning and Development Committee. This initiative follows the issuance of the Supreme Court Secretariat Ordinance, 2025, on 30 November.

According to the ordinance, the newly established Secretariat will take over all administrative and secretarial responsibilities involving subordinate courts and administrative tribunals. 

The body will also oversee matters related to the recruitment, posting, promotion, transfer, disciplinary action, and leave of judges engaged in judicial duties. 

The Chief Justice will retain overall authority over the Secretariat, while its Secretary will serve as the administrative head.

The Planning and Development Committee, chaired by Appellate Division Justice Rezaul Haque, includes High Court Division Justices Zafar Ahmed and Md. Zobayd Hossain, the Senior Secretary of the Public Administration Ministry, the Registrar General of the Supreme Court, the Senior Secretary of the Supreme Court Secretariat, the Secretary of the Law and Justice Division, and the Secretary of the Planning Division.

Following the issuance of the ordinance, the Supreme Court administration, through a circular on 1 December, gave Registrar General Muhammad Habibur Rahman Siddiquee the additional charge of Secretary of the Secretariat to ensure its immediate operational start-up.

Committee Formed to Restructure Posts; First Meeting Conducted

The Supreme Court administration has also set up a Post Creation Committee to modernize the organizational structure of the Supreme Court Registry, the Secretariat, administrative tribunals, and subordinate courts. 

The committee has been tasked with creating, abolishing, or reorganizing various posts as needed. The committee was formed on December 1 under Article 17 of the newly issued ordinance, with Appellate Division Senior Justice Md. Ashfaqul Islam serving as its chair.

The committee held its first meeting on  December 7 in the Supreme Court conference room. Seven of the eight members were present, with the Senior Secretary of the Finance Division absent.

A statement issued the same day by PRO Md. Shafiqul Islam said the meeting unanimously approved the creation of 489 new posts for the Secretariat. Of these, 107 are officer-level positions, while 382 are support staff roles.

Among the 107 officer posts, 105 belong to administrative positions within the Judicial Service, while the remaining two include one Chief Accounts Officer post and one System Analyst post.

Other members of the Post Creation Committee include Appellate Division Justice A. K. M. Asaduzzaman; High Court Division Justices Md. Atabullah and Md. Bazlur Rahman; the Senior Secretary of the Supreme Court Secretariat; the Senior Secretary of the Law and Justice Division; the Senior Secretary of the Ministry of Public Administration; the Senior Secretary of the Finance Division; and the Registrar General of the Supreme Court.

আগামীকাল উদ্বোধন হতে যাচ্ছে সুপ্রিম কোর্ট সচিবালয়

সুপ্রিম কোর্ট সচিবালয়ের আনুষ্ঠানিক কার্যক্রম আগামীকাল বৃহস্পতিবার শুরু হচ্ছে। দুপুর আড়াইটায় প্রধান বিচারপতি সৈয়দ রেফাত আহমেদ নতুন সচিবালয়টির উদ্বোধন করবেন। আজ বুধবার এ তথ্য জানিয়েছেন সুপ্রিম কোর্টের গণসংযোগ কর্মকর্তা মো. শফিকুল ইসলাম।

তিনি জানান, আপাতত সীমিত পরিসরে সচিবালয় কাজ শুরু করবে। সুপ্রিম কোর্ট জামে মসজিদের পাশের প্রশাসনিক ভবন–৪ এর দ্বিতীয় তলার দুটি কক্ষ থেকেই এর প্রাথমিক কার্যক্রম পরিচালিত হবে।

‘পরিকল্পনা ও উন্নয়ন’ কমিটি গঠন

আজ জারি করা এক সংবাদ বিজ্ঞপ্তিতে জানানো হয়, সম্প্রতি ঘোষিত সুপ্রিম কোর্ট সচিবালয় অধ্যাদেশ ২০২৫–এর আলোকে প্রধান বিচারপতি আট সদস্যের একটি পরিকল্পনা ও উন্নয়ন কমিটি গঠন করেছেন।

অধ্যাদেশ অনুযায়ী, সচিবালয় প্রতিষ্ঠার পর অধস্তন আদালত ও প্রশাসনিক ট্রাইব্যুনালের সব প্রশাসনিক দায়িত্ব, তত্ত্বাবধান, নিয়ন্ত্রণ এবং বিচারকদের নিয়োগ, বদলি, পদোন্নতি, শৃঙ্খলা ও ছুটিবিষয়ক সিদ্ধান্ত গ্রহণের দায়িত্ব এ সচিবালয়ের অধীনে থাকবে। সচিবালয়ের সামগ্রিক নিয়ন্ত্রণ প্রধান বিচারপতির কাছে থাকবে এবং সচিবালয়ের সচিব হবেন এর প্রশাসনিক প্রধান।

আপিল বিভাগের বিচারপতি রেজাউল হককে সভাপতি করে যে কমিটি করা হয়েছে, তার অন্য সদস্যরা হলেন হাইকোর্ট বিভাগের বিচারপতি জাফর আহমেদ ও বিচারপতি মো. যাবিদ হোসেন, জনপ্রশাসন মন্ত্রণালয়ের সিনিয়র সচিব, সুপ্রিম কোর্টের রেজিস্ট্রার জেনারেল, সুপ্রিম কোর্ট সচিবালয়ের সিনিয়র সচিব, আইন ও বিচার বিভাগের সচিব এবং পরিকল্পনা বিভাগের সচিব।

অধ্যাদেশ জারির পর ১ ডিসেম্বর সুপ্রিম কোর্ট প্রশাসনের জারি করা নির্দেশে রেজিস্ট্রার জেনারেল মুহাম্মদ হাবিবুর রহমান সিদ্দিকীকে সচিবালয়ের সচিব হিসেবে অতিরিক্ত দায়িত্ব দেওয়া হয়, যাতে সচিবালয়ের কার্যক্রম দ্রুত শুরু করা যায়।

‘পদ সৃজন’ কমিটির প্রথম সভা অনুষ্ঠিত

সুপ্রিম কোর্ট প্রশাসনের আরেক বিজ্ঞপ্তিতে বলা হয়, সুপ্রিম কোর্ট রেজিস্ট্রি, সুপ্রিম কোর্ট সচিবালয়, প্রশাসনিক ট্রাইব্যুনাল এবং অধস্তন আদালতের সাংগঠনিক কাঠামো পুনর্বিন্যাস ও পদ সৃষ্টি–বিলোপের লক্ষ্যে একটি পদ সৃজন কমিটি গঠন করা হয়েছে। অধ্যাদেশের ১৭ ধারায় উল্লেখিত বিধান অনুযায়ী ১ ডিসেম্বর কমিটি গঠিত হয়। আপিল বিভাগের জ্যেষ্ঠ বিচারপতি মো. আশফাকুল ইসলাম কমিটির সভাপতি।

কমিটির প্রথম সভা অনুষ্ঠিত হয় ৭ ডিসেম্বর বিকেলে সুপ্রিম কোর্টের সম্মেলনকক্ষে। আট সদস্যের মধ্যে সাতজন সভায় উপস্থিত ছিলেন; অর্থ মন্ত্রণালয়ের সিনিয়র সচিব অনুপস্থিত ছিলেন।

সুপ্রিম কোর্টের গণসংযোগ কর্মকর্তা মো. শফিকুল ইসলামের স্বাক্ষরিত বিজ্ঞপ্তিতে জানানো হয়, সভায় সর্বসম্মতভাবে মোট ৪৮৯টি নতুন পদ সৃষ্টির সিদ্ধান্ত নেওয়া হয়। এর মধ্যে ১০৭টি কর্মকর্তা পদ এবং ৩৮২টি সহায়ক কর্মচারীর পদ থাকবে।

১০৭টি কর্মকর্তা পদের মধ্যে জুডিশিয়াল সার্ভিসের প্রশাসনিক পদ ১০৫টি, পাশাপাশি মুখ্য হিসাবরক্ষণ কর্মকর্তা ও সিস্টেম অ্যানালিস্ট পদে একটি করে নিয়োগের সিদ্ধান্ত হয়েছে।

পদ সৃজন কমিটির অন্যান্য সদস্যরা হলেন আপিল বিভাগের বিচারপতি এ কে এম আসাদুজ্জামান, হাইকোর্ট বিভাগের বিচারপতি মো. আতাবুল্লাহ ও বিচারপতি মো. বজলুর রহমান, সুপ্রিম কোর্ট সচিবালয়ের সিনিয়র সচিব, আইন ও বিচার বিভাগের সিনিয়র সচিব, জনপ্রশাসন মন্ত্রণালয়ের সিনিয়র সচিব, অর্থ বিভাগের সিনিয়র সচিব এবং সুপ্রিম কোর্টের রেজিস্ট্রার জেনারেল।
