Supreme Court Secretariat Ordinance Issued for Judicial Independence- বিচারিক স্বাধীনতা নিশ্চিত করতে সুপ্রিম কোর্ট সচিবালয় অধ্যাদেশ জারি
Bangladesh: The government has issued the Supreme Court Secretariat Ordinance 2025, paving the way for the establishment of a separate secretariat for the Supreme Court with the aim of ensuring full independence of the judiciary.
The ordinance was issued on Sunday (November 30) by the Ministry of Law, Justice and Parliamentary Affairs under the directive of the Honorable President.
Earlier, on November 20, 2025, the Interim Government’s Advisory Council gave final approval to the draft of the ordinance, which seeks to form an independent secretariat exclusively for the Supreme Court, said a press release issued by the Supreme Court’s Public Relations Office on Sunday.
According to the press release, this major step follows a proposal sent by the Supreme Court on October 27, 2024. At the initiative of the Honorable Chief Justice, the Supreme Court submitted a comprehensive proposal to the Law Ministry to institutionalize judicial autonomy and establish a separate judicial secretariat.
The proposal included:
a draft of the ordinance,
an organogram for the proposed secretariat, and
recommendations for necessary amendments to the Rules of Business and Allocation of Business.
The proposal was designed to help the High Court Division effectively supervise and control subordinate courts and tribunals in accordance with Article 109 of the Constitution.
With the issuance of the Supreme Court Secretariat Ordinance 2025, the long-awaited dream of establishing a separate secretariat for the judiciary has finally been realized—made possible through the positive support of the interim government, the press release added.

ঢাকা, ৩০ নভেম্বর ২০২৫: বিচার বিভাগের পূর্ণ স্বাধীনতা নিশ্চিত করার লক্ষ্যে সরকার সুপ্রিম কোর্ট সচিবালয় অধ্যাদেশ ২০২৫ জারি করেছে। এর মাধ্যমে সুপ্রিম কোর্টের জন্য একটি পৃথক সচিবালয় প্রতিষ্ঠা এখন আনুষ্ঠানিকভাবে কার্যকর হলো।
রবিবার (৩০ নভেম্বর) মহামান্য রাষ্ট্রপতির নির্দেশে আইন, বিচার ও সংসদ বিষয়ক মন্ত্রণালয় থেকে এ অধ্যাদেশ জারি করা হয়।
এর আগে ২০ নভেম্বর ২০২৫ তারিখে অন্তর্বর্তীকালীন সরকারের উপদেষ্টা পরিষদ অধ্যাদেশের খসড়ায় চূড়ান্ত অনুমোদন প্রদান করে।
সুপ্রিম কোর্ট জনসংযোগ দপ্তর জানায়, বিচার বিভাগের প্রাতিষ্ঠানিক স্বতন্ত্রতা নিশ্চিত করতে ২৭ অক্টোবর ২০২৪ তারিখে মাননীয় প্রধান বিচারপতির উদ্যোগে আইন মন্ত্রণালয়ে একটি বিস্তারিত প্রস্তাব পাঠানো হয়।
প্রস্তাবে ছিল—
অধ্যাদেশের খসড়া,
নতুন সচিবালয়ের সম্ভাব্য অর্গানোগ্রাম,
Rules of Business এবং Allocation of Business সংশোধনের প্রস্তাব।
সংবিধানের ১০৯ অনুচ্ছেদের অধীনে হাইকোর্ট বিভাগের অধস্তন আদালত ও ট্রাইব্যুনালের তত্ত্বাবধান ও নিয়ন্ত্রণ আরও কার্যকরভাবে পরিচালনার লক্ষ্যে স্বতন্ত্র সচিবালয় প্রতিষ্ঠার বিষয়টি এতে বিশেষভাবে উল্লেখ করা হয়।
অবশেষে, সুপ্রিম কোর্ট সচিবালয় অধ্যাদেশ ২০২৫ জারি হওয়ার মাধ্যমে বিচার বিভাগের জন্য পৃথক সচিবালয় প্রতিষ্ঠার দীর্ঘদিনের প্রত্যাশা পূরণ হলো—যা সম্ভব হয়েছে অন্তর্বর্তীকালীন সরকারের ইতিবাচক সহযোগিতায়।
