Dhaka, 1 December 2025: A separate Supreme Court Secretariat officially began functioning today following the issuance of the Supreme Court Secretariat Ordinance 2025 by the government to strengthen the full independence of the judiciary.
The ordinance, issued on Sunday (30 November) by the Ministry of Law, Justice and Parliamentary Affairs under directive of the Honorable President, legally establishes an independent administrative secretariat exclusively for the Supreme Court.
In continuation of this development, Chief Justice of Bangladesh today (Monday, 1 December 2025) assigned Supreme Court Registrar General Muhammad Habibur Rahman Siddiqui to serve as the Secretary of the newly formed Supreme Court Secretariat until further orders.
This means the Registrar General will temporarily discharge dual responsibilities—serving both as the administrative head of the Supreme Court Registry and as the head of the newly established Secretariat.
According to Sections 4(2) and 4(4) of the Supreme Court Secretariat Ordinance 2025, the overall control of the Secretariat will remain vested in the Honorable Chief Justice, while a Secretary will oversee administrative operations.
Background
The move follows a comprehensive proposal sent by the Supreme Court to the Law Ministry on 27 October 2024 at the initiative of the Chief Justice, aiming to institutionalize judicial autonomy.
The proposal included:
a draft of the Supreme Court Secretariat Ordinance,
an organogram for the new Secretariat, and
recommendations for amendments to the Rules of Business and Allocation of Business.
The interim government’s Advisory Council granted final approval to the draft on 20 November 2025.
The initiative is intended to strengthen the High Court Division’s supervisory authority over subordinate courts and tribunals in line with Article 109 of the Constitution.
Supreme Court officials described the issuance of the Ordinance as a long-awaited milestone in establishing administrative independence within the judiciary—made possible through the positive support of the interim government.

ঢাকা, ১ ডিসেম্বর ২০২৫: বিচার বিভাগের পূর্ণ স্বাধীনতা নিশ্চিত করতে সরকার জারি করা সুপ্রিম কোর্ট সচিবালয় অধ্যাদেশ ২০২৫ কার্যকর হওয়ার পর আজ থেকে সুপ্রিম কোর্টের পৃথক সচিবালয় আনুষ্ঠানিকভাবে কার্যক্রম শুরু করেছে।
গত ৩০ নভেম্বর (রবিবার) মহামান্য রাষ্ট্রপতির নির্দেশে আইন, বিচার ও সংসদ বিষয়ক মন্ত্রণালয় এই অধ্যাদেশ প্রকাশ করে, যার মাধ্যমে সুপ্রিম কোর্টের জন্য একটি স্বতন্ত্র প্রশাসনিক কাঠামো প্রতিষ্ঠার পথ সুগম হয়।
এরই ধারাবাহিকতায় আজ সোমবার (১ ডিসেম্বর ২০২৫) বাংলাদেশের মাননীয় প্রধান বিচারপতি সুপ্রিম কোর্টের রেজিস্ট্রার জেনারেল মুহাম্মদ হাবিবুর রহমান সিদ্দিকীকে পরবর্তী নির্দেশ না দেওয়া পর্যন্ত নবগঠিত সুপ্রিম কোর্ট সচিবালয়ের সচিবের অতিরিক্ত দায়িত্ব প্রদান করেছেন।
এর ফলে তিনি আপাতত দুইটি দায়িত্ব পালন করবেন—সুপ্রিম কোর্ট রেজিস্ট্রি এবং সুপ্রিম কোর্ট সচিবালয়ের প্রশাসনিক প্রধান হিসেবে।
অধ্যাদেশের ৪(২) ও ৪(৪) ধারা অনুযায়ী সুপ্রিম কোর্ট সচিবালয়ের সার্বিক নিয়ন্ত্রণ মাননীয় প্রধান বিচারপতির ওপর ন্যস্ত থাকবে এবং প্রশাসনিক কর্মকাণ্ড পরিচালনার জন্য সচিব নিয়োগের বিধান রয়েছে।
পটভূমি
গত ২৭ অক্টোবর ২০২৪ তারিখে মাননীয় প্রধান বিচারপতির উদ্যোগে সুপ্রিম কোর্ট আইন মন্ত্রণালয়ে একটি বিস্তারিত প্রস্তাব পাঠায়, যাতে বিচার বিভাগের প্রাতিষ্ঠানিক স্বতন্ত্রতা নিশ্চিত করার লক্ষ্যে পৃথক সচিবালয় গঠনের সুপারিশ করা হয়।
প্রস্তাবে অন্তর্ভুক্ত ছিল—
অধ্যাদেশের খসড়া,
নতুন সচিবালয়ের প্রস্তাবিত অর্গানোগ্রাম,
Rules of Business ও Allocation of Business সংশোধনের প্রস্তাব।
অন্তর্বর্তীকালীন সরকারের উপদেষ্টা পরিষদ ২০ নভেম্বর ২০২৫ অধ্যাদেশের খসড়ায় চূড়ান্ত অনুমোদন প্রদান করে।
সংবিধানের ১০৯ অনুচ্ছেদ অনুযায়ী হাইকোর্ট বিভাগের অধস্তন আদালত ও ট্রাইব্যুনালের তত্ত্বাবধান ও নিয়ন্ত্রণ আরও কার্যকর করতে এই পৃথক সচিবালয় গঠনকে একটি প্রয়োজনীয় পদক্ষেপ হিসেবে বিবেচনা করা হয়।
সুপ্রিম কোর্ট জনসংযোগ দপ্তর জানায়, এই অধ্যাদেশ জারির মাধ্যমে বিচার বিভাগের জন্য পৃথক সচিবালয় প্রতিষ্ঠার দীর্ঘদিনের প্রত্যাশা পূরণ হলো—যা সম্ভব হয়েছে অন্তর্বর্তীকালীন সরকারের ইতিবাচক সহযোগিতায়।
